Mission
The Center for Gender and Justice (CGJ) seeks to develop gender-responsive policies and practices for women and girls who are under criminal justice supervision. The Center is committed to research and to the implementation of policies and programs that will encourage positive outcomes for this underserved population.

Being gender-responsive means
creating an environment through site selection, staff selection, program development, content, and material that reflects an understanding of the realities of the lives of women and girls and that addresses and responds to their strengths and challenges.

Stephanie S. Covington, Ph.D., L.C.S.W.
Co-Director
Dr. Covington has over twenty-five years of experience in the design and implementation of treatment services for women and is recognized for her work in both the public and private sectors. For the past fifteen years, Dr. Covington has worked to help institutions and programs in the criminal justice system develop gender-responsive services. She has provided training, technical assistance, and consulting services to the United Nations Office on Drugs and Crime, National Institute of Corrections, the Center for Substance Abuse Treatment, Correctional Services of Canada, the Federal Bureau of Prisons, and many state and local jurisdictions.

Barbara E. Bloom, Ph.D., M.S.W.
Co-Director
Barbara E. BloomA nationally recognized criminal justice consultant, scholar, and researcher with local, state, and national criminal justice agencies, Dr. Bloom specializes in the development and evaluation of programs serving women and girls under criminal justice supervision. She also works in the public policy arena and has served on various legislative commissions. She has directed varied research projects focused on gender-responsive services for women and girls in criminal justice settings.
